yes he is, if you go back through IG history, Beastmen fought in the imperial guard and even though they Arent in the new godex, GW accepts them if you convert them. In the prior codex to the latest, they would Count as penal legions.

To be fair, she'll take the flower home and the presence of the Warp will gradually drive her insane via hallucinations of the loved ones she's outlived until she takes a kitchen knife to her neighbor in a sacrifice to the Ruinous Powers after a demon promises to reunite her with said loved ones (by killing her and taking her body probably).
